    Drugs, Youth ASB and Intimidation – Boxwood House, Chardon House & Green Man Estate, W13

    This has been adopted as a new ward priority following reports from residents regarding groups of youths congregating within and around Boxwood House, Chardon House and the wider Green Man Estate. Concerns include suspected drug dealing, drug use, anti-social behaviour, and incidents where residents have felt intimidated when entering or leaving their homes.

    Problem Profile
    Victims - Residents of Boxwood House, Chardon House and the Green Man Estate.
    Vulnerable residents.
    Visitors to the estate.
    Local businesses and members of the wider community.

    Offenders - Groups of youths involved in suspected drug use and drug dealing.
    Individuals engaging in anti-social behaviour and intimidating residents.
    Repeat offenders frequenting communal areas.

    Locations - Boxwood House, Chardon House, Communal areas within Green Man Estate.
    Stairwells, entrances, walkways and surrounding open spaces.
    Known congregation points identified through resident reports and police intelligence.

    Times - Predominantly afternoons and evenings.
    Increased reports during weekends and school holiday periods.

    Short-Term Plans

    Increased high-visibility patrols around Boxwood House, Chardon House and Green Man Estate to deter offending and reassure residents.
    Plain-clothes patrols to identify offenders involved in drug dealing, drug use and anti-social behaviour.
    Robust use of stop and search powers where lawful grounds exist.
    Community Protection Warnings (CPWs) and anti-social behaviour interventions to be considered for persistent offenders.
    Intelligence gathering through engagement with residents and partner agencies.
    Targeted patrols at identified hotspot locations and peak offending times.
    Regular reviews of CCTV opportunities where incidents are reported.

    Medium-Term Plans

    Continued monitoring of reported incidents and repeat offenders.
    Joint working with A2Dominion Housing Association to address resident concerns and improve estate safety.
    Review of existing CCTV coverage around Boxwood House, Chardon House and surrounding communal areas.
    Identification of opportunities to enhance surveillance and evidence-gathering capabilities.
    Exploring environmental improvements to design out crime, including improved access control, secure entry systems, lighting and estate security measures.
    Ongoing partnership meetings with housing providers and community safety partners.
    Consideration of further enforcement measures where evidence supports such action.

    1) High Visibility Patrols - Increased uniform patrols throughout Boxwood House, Chardon House and surrounding areas of Green Man Estate.
    Patrols focused during peak times identified through resident reports and police intelligence.
    Reassurance patrols to increase visibility and provide opportunities for residents to speak directly with officers.

    2) Targeted Operations - Plain-clothes patrols to identify those involved in drug dealing, drug use and ASB.
    Intelligence-led stop and search activity where lawful grounds exist.
    Identification and targeting of repeat individuals linked to ongoing issues.
    Enforcement action against offenders involved in drugs, violence, criminal damage or intimidation.

    3) Anti-Social Behaviour Powers
    Community Protection Warnings (CPWs) to be issued where appropriate.
    Community Protection Notices (CPNs) considered for persistent offenders.
    Consideration of Criminal Behaviour Orders (CBOs) and other appropriate ASB legislation for repeat offenders.
    Liaison with housing providers regarding tenancy enforcement where evidence supports action.

    4) Engagement
    Cuppa With A Copper
    Regular engagement events within the estate.
    Opportunity for residents to raise concerns directly with officers.
    Encourage intelligence sharing and improve confidence in local policing.

    5) Resident Association
    Support the establishment of a residents' association for Boxwood House, Chardon House and Green Man Estate.
    Improve communication between residents, police, housing providers and partner agencies.
    Provide a structured forum for addressing ongoing concerns.

    6) Met Engage
    Increase sign-ups to Met Engage across the estate.
    Use Met Engage to:
    Share crime prevention advice.
    Circulate updates on police activity.
    Encourage reporting.
    Appeal for witnesses and CCTV opportunities.
    Improve community awareness.

    7) Intelligence Development
    Closing Intelligence Gaps
    Encourage residents to report incidents as they occur via 101 or online.
    Increase community intelligence submissions.
    Identify repeat offenders, associates and locations.
    Develop a clearer understanding of times, locations and patterns of offending.

    8) CCTV Review
    Review existing CCTV coverage across the estate.
    Work with A2Dominion to maximise evidential opportunities.
    Identify opportunities for additional CCTV coverage where required.
    Use CCTV to identify offenders and support enforcement activity.

    9) Partnership Working
    A2Dominion Housing Association
    Regular joint meetings to discuss problem locations and persistent offenders.
    Review tenancy conditions where ASB is evidenced.
    Improve security measures within communal areas.

    10) Environmental Improvements
    Explore improved access control arrangements.
    Consider gating schemes where appropriate.
    Improve lighting within identified hotspot locations.
    Design out crime through environmental changes.
    Review communal access points vulnerable to misuse.

    This is a new police priority set for the team.

    Short term plans:
    1. More High visibility patrols in the area to deter such activity and reassure the general public.
    2. Plain-clothes patrols to apprehend perpetrators and to bring them to justice.
    3. Persistent offenders to be issued community protection warnings.

    Camau a gymerwyd:

    One male suspect drug dealer arrested in possession of 26 wraps of Heroin and over £500 cash after being identified via Met engage by the local community.

    Another female suspect persistently causing issues in the area had been issued community protection warning and has been arrested for failing to comply with the conditions set by community protection notice. Female to be issued a criminal behaviour order.

    An address in the local vicinity linked to drug dealing and police having executed a drug search warrant at the venue previously are looking to apply for closure order.

    In the local West Ealing town centre, W13 area covered by both Hanwell Broadway and Walpole wards over 120 community protection warnings issued to persistent and prolific offenders. this has lead to 13 of the individuals being issued community protection notices and a further 2 have been issued Criminal Behaviour Orders.

    A further venue identified linked to drugs is being pursued jointly with Ealing council for closure order.

    • Persistent offenders to be targeted by use of preventative enforcement tactics such as Community Protection Notices and build up evidence for Criminal Behaviour Orders (CBO) or civil injunctions.

    Key Individuals
    Suspect 1
    Suspect 1 is believed to be a significant contributor to ongoing anti-social behaviour at the Hanwell Clocktower area and is associated with gatherings of street drinkers and drug users.
    The individual is linked to a group of approximately 4–6 persons who regularly congregate in the area and have been associated with:

    Street drinking.
    Drug-related anti-social behaviour.
    Rowdy and nuisance behaviour.
    Behaviour negatively affecting local businesses, including the Clocktower Café.
    Intimidation of members of the public and visitors to the area.

    Since the priority was introduced, Suspect 1 has:

    Been arrested for Grievous Bodily Harm (GBH).
    Been arrested for Sexual Assault.
    Previously been arrested for breach of a Community Protection Notice (CPN).
    Previously been arrested for possession of Class A drugs.

    To address ongoing concerns and deter further offending, a Community Protection Notice (CPN) has now been issued. Any further breaches may result in further enforcement action being considered.

    Planned / Ongoing Actions

    Monitoring compliance with the Community Protection Notice.
    Progression of enforcement action where breaches are identified.
    Continued intelligence gathering regarding associates and locations frequented by those involved in anti-social behaviour.
    High-visibility patrols to deter offending and reassure local businesses and residents.
    Plain-clothes patrols where appropriate to identify those involved in drug use and associated criminality.
    Ongoing liaison with Ealing Council regarding:

    Potential civil injunctions and ASB powers.
    Environmental improvements.
    CCTV coverage and evidential opportunities.

    Location-Based Issues
    Hanwell Clocktower / York Avenue
    The area has recently seen an increase in:

    Drug-related anti-social behaviour.
    Street drinking.
    Public nuisance.
    Reports of intimidating behaviour affecting businesses and members of the public.

    These issues had reduced following previous enforcement activity; however, reports have increased again during the summer months.
    Police intelligence continues to identify Suspect 1 and associated individuals as key contributors to current concerns within the area.

    Business and Community Impact
    Clocktower Café and Nearby Businesses
    Local businesses have reported concerns regarding:

    Street drinking.
    Drug-related activity.
    Individuals congregating outside premises.
    Behaviour impacting customers and the local environment.

    The Safer Neighbourhood Team continues to engage with affected businesses and encourages prompt reporting of incidents to support enforcement activity.
    The Duke of York

    The Duke of York has recently reopened under new ownership.
    No issues have currently been identified.
    The venue presents an opportunity to support positive community engagement and contribute positively to the local area.

    Proposed Casino Development

    The planning application has been formally opposed by police.
    The planning decision is currently under appeal.
    The matter will be considered by the Planning Inspectorate on behalf of the Secretary of State.

    Police Objectives
    The Safer Neighbourhood Team will continue to:

    Tackle drug-related anti-social behaviour.
    Reduce street drinking and associated nuisance.
    Support local businesses.
    Monitor offenders subject to ASB powers.
    Identify and disrupt repeat offenders.
    Work with Ealing Council and partner agencies to improve safety and confidence in the Hanwell Clocktower area.
    Increase visible policing presence and community reassurance patrols.

    The overall aim is to prevent further offending, improve community confidence and ensure Hanwell Clocktower remains a safe and welcoming area for residents, businesses and visitors.
