    Anti-Social Behaviour (ASB) is a Borough-wide priority. ASB is behaviour that causes harassment, alarm or distress to other people. It takes many forms, from aggressive, noisy or abusive behaviour to neighbourhood disturbances involving drugs, abandoned cars or animals. It can include both criminal and non-criminal behaviour. If you’ve witnessed antisocial behaviour, please report it to us. Local officers will be kept up to date on issues of anti-social behaviour and will work with relevant partners to take appropriate action

    Car Meets
    We proactively targeted anti-social driving linked to organised car meets at Cobham Services. On 13/12 a team of officers from the Roads Policing Unit attended Cobham Services with the aim of preventing anti-social driving around Brooklands Industrial Park / Thorpe Industrial Estate. Officers engaged with the organisers of the event and it passed without issue, there were no reports of anti-social behaviour reported linked to the car meet. The installation of ANPR cameras and permanent speed bumps at a nearby car-park used for anti-social driving has now been completed preventing it’s use in the future. PC Sanjar Najibi continues to work with the organisers of the car-meet and other local stakeholders on a long-term solution.

    Cobham Services
    In recent months, Cobham Services has experienced ongoing issues with crime and anti-social behaviour. There have been a number of break-ins involving HGVs parked overnight, including theft of fuel and property. These incidents have caused financial loss and distress to drivers and have negatively impacted their confidence in the safety of the site. Through visible policing, engagement, and partnership working, police can improve reporting, share intelligence, and work collaboratively to reduce crime, increase safety, and restore confidence for all those who use and work at Cobham Services. the car parks, and intimidation of other site users. 30/1/26 Surrey Police ran an operation at Cobham Services focusing primarily on load security. This was identified as a national problem.

    Licencing Checks
    Since September 2025 we have completed 18 test purchases across the borough, resulting in 6 failures where alcohol has been successfully purchased by a child. We have issued 3 Community Resolutions, 2 educational words of advice around challenge 25 and the Licensing Act 2003 and one store worker is under investigation for persistently selling alcohol to children.

    Mopeds / E-Bikes
    We are aware of growing concerns around gatherings of mopeds / e-bikes around fast food outlets used for home delivery. This problem is particularly bad in Walton town centre where the pathway is being blocked and riders are acting in an anti-social manner towards local residents. We aim to tackle their use through a number of targeted operations over the coming months, starting 13/09. These operations will focus on any illegal activity such as licensing, insurance and construction i.e. speed limits being tampered.
    Since the 30/10 5x s.59 notices / 1x child under 13 without seat belt FPN issued / 1x no insurance and driving otherwise in accordance of an licence, vehicle was seized under s.165

    Events
    We will be policing a number of events in the community over the Spring and Summer months such as the Boogietown festival at Apps Court in July.

    Foot Patrols
    We are undertaking daily patrols across a number of designated ‘Hot Spots’ for anti-social behaviour as well as our town centres across the borough. We aim to complete a minimum of 250 hours of High Visibility Patrols each month in addition to our other daily activities

    Violence Against Women and Girls (VAWG) is a Borough-wide priority. VAWG describes behaviours which are committed primarily, although not exclusively, by men against women. This can include a wide variety of offences. Local officers will work with partner agencies, using a variety of resources and powers to identify and target VAWG offenders, and locations where women and girls feel unsafe

    Cobham have been trailing lone worker devices as part of our strategy to improve the feeling of safety within retail stores by lone workers. The 4-week trial saw 10 retailers receive a device which can be worn whilst they are working or to/from work. These devices connect to a monitoring centre with direct access to our CCTV control room / contact centre. This trial is due to end (10/02) but so far the feedback has been positive. If agreed by the CSP the plan will be to roll this out across Cobham, Weybridge, Esher and Walton-On-Thames.

    We have organised a number of opportunities for women within the borough to engage with officers and learn about how we are tackling violence against women and girls, as well as raise awareness of the issue.

    Dedicated patrols at known ‘Hot Spot’ locations which include Monument Green, Station Approach, Brooklands Road, Hersham Road, Felcott Road and Monument Hill.

    Dedicated VAWG operations to target offenders and highlighting the issue in/around Weybridge and Hersham Train Stations.

    19/12/25 officers from the Elmbridge Safer Neighbourhood Team worked with specially trained Behavioural Detection Officers (BDO) to tackle Violence Against Women and Girls (VAWG) in the borough. Officers patrolled on public transport, in licenced premises and around town centres. A number of different people were engaged with including a male who was outstanding for a public order offence.

    Throughout the summer months we will work with a number of licensed events to introduce safeguards which we hope will reduce the likelihood of offending linked to VAWG.

    Drug-related harm has a devastating impact to victims, families and the wider community. Our focus is on preventing the exploitation of vulnerable people and children by organised crime groups (OCGs), to disrupt county line activity and reduce drug related violence. Local officers will develop intelligence around OCGs and County lines, which they will use to disrupt those who exploit vulnerable people in our communities, and will use appropriate powers to safeguard victims of exploitation

    Days of Action
    Drug related offences have increased by 49% compared to the same period last year. Whilst initially these figures may seem concerning it reflects the hard work of our local Intelligence Officers, Safer Neighbourhood Officers and Response Officers who continue target those causing most harm to our communities. In fact, nearly 60% of all drugs related offences result in a positive outcome across the borough of Elmbridge.

    Local officers will conduct regular high-visibility patrols in hotspot areas, using intelligence-led policing to target known offenders of Serious Acquisitive Crime (SAC), and work closely with local residents and partners to develop intelligence and deter and prevent these crimes. Officers will also support victims with crime prevention advice and promoting property marking schemes to deter repeat offences.

    Elmbridge Burglary Working Group
    On the 12th February the first of a series of working groups which will bring together key stakeholders from across the borough, including Surrey Police, Network Rail, British Transport Police, Private Security Companies and Residents Associations was held.

    1) Reduce the number of burglary victims across Elmbridge during 26/27
    2) Improve confidence in Surrey Police, Residents Associations, Private Security and Network Rail.

    Vehicle Crime
    We know that a large majority of vehicle crime is linked to unlocked vehicles. We are currently in the process of procuring some large signs which we will be moving across the borough to highlight the problem. Please lock your vehicles at night and remove any valuables from display to avoid becoming a victim yourself.

    We've been out over the last week engaging with your Top Victim Stores to discuss local trends, problem solve and introduce the Retail Crime Team.
    Working group looking at our safer summer campaign (town centres)

    As part of Safer Business Week in November we undertook two days of targeted action across the borough.
    11/11 we undertook a covert operation targeting shoplifters in Weybridge and Cobham. The operation resulted in 2 arrests.
    13/11 we undertook a day of action in Walton Town Centre involving Crime Stoppers.
    The event saw significant community engagement with local officers and use of the video wall to display crime prevention advice to shoppers within the town centre.
    16/12 we deployed the Live Facial Recognition Van to Walton Town Centre. This was the first deployment of the technology in North Surrey and saw 2 positive matches for persons outstanding for criminal damage.
    02/02 a joint operation between Surrey Police and Waitrose saw the arrest of Elmbridge’s most prolific offender. The individual was arrested for 17 offences across Waitrose stores in Surrey, London, Hampshire and Thames Valley.
    10/02 targeted response into counterfeit currency resulted in 3 arrests, 4 charges and upwards £10,000 in counterfeit currency being seized.

We will use a variety of powers and resources to achieve this working with relevant partners to address the root causes. We will target prolific offenders and safeguard vulnerable young people to prevent serious harm in our communities.

    Continued focus on tackling youth violence across the borough. Our most prolific individual has recently pleaded guilty to 13 offences and will be sentenced in February 26. A further batch of offences for the same individual are currently with the Crown Prosecution Service for review.

    Continued intervention by our two Youth Engagement Officers with children across the borough.

    Partnership Working / Casefile Progression
    We continue to hold regular meetings with partner agencies to identify and support children involved in youth violence in Elmbridge. Our dedicated Youth Violence officer has also been busy building multiple casefiles against key children who are continuing to commit crime in our local community despite the support available. These children will soon find themselves explaining their actions to the Youth Court.
