    Local officers will conduct regular high-visibility patrols in hotspot areas, using intelligence-led policing to target known offenders of Serious Acquisitive Crime (SAC), and work closely with local residents and partners to develop intelligence and deter and prevent these crimes. Officers will also support victims with crime prevention advice and promoting property marking schemes to deter repeat offences.

    Burglary
    The Elmbridge Burglary Working Group bring together key stakeholders from across the borough, including Surrey Police, Network Rail, British Transport Police, Private Security Companies and Residents Associations was held.

    1) Reduce the number of burglary victims across Elmbridge during 26/27
    2) Improve confidence in Surrey Police, Residents Associations, Private Security and Network Rail

    20% less burglaries in 2025 vs 2024. 25/26 Burglary Campaign: 13 Arrests. 6 Charged.

    Vehicle Crime
    We know that a large majority of vehicle crime is linked to unlocked vehicles. We have procured some large signs which we will be moving across the borough to highlight the problem. Please lock your vehicles at night and remove any valuables from display to avoid becoming a victim yourself.

  • Blaenoriaeth:

    Anti-Social Behaviour (ASB) is a Borough-wide priority. ASB is behaviour that causes harassment, alarm or distress to other people. It takes many forms, from aggressive, noisy or abusive behaviour to neighbourhood disturbances involving drugs, abandoned cars or animals. It can include both criminal and non-criminal behaviour. If you’ve witnessed antisocial behaviour, please report it to us. Local officers will be kept up to date on issues of anti-social behaviour and will work with relevant partners to take appropriate action.

    Car Meets
    We proactively targeted anti-social driving linked to organised car meets at Cobham Services.
    PC Sanjar Najibi continues to work with the organisers of the car-meet and other local stakeholders on a long-term solution.
    On 24/5 Borough Commander Insp Thoday put in place a S34 Dispersal Order for the areas around Cobham Services, Brooklands Industrial Estate and Waterside Drive, Walton-On-Thames. Surrey Police provided dedicated officers on duty.
    Officers engaged with the organisers of the event and it passed without issue, there were no reports of anti-social behaviour reported linked to the car meet.

    Cobham Services
    Cobham Services has experienced ongoing issues with crime and anti-social behaviour. There have been a number of break-ins involving HGVs parked overnight, including theft of fuel and property. These incidents have caused financial loss and distress to drivers and have negatively impacted their confidence in the safety of the site. Through visible policing, engagement, and partnership working, police can improve reporting, share intelligence, and work collaboratively to reduce crime, increase safety, and restore confidence for all those who use and work at Cobham Services. the car parks, and intimidation of other site users. There are ongoing policing operations, both overt and covert targeting this criminality.

    Continue to support the Environment Agency with targeted days of action.
    Water Safety Training undertaken to enhance our response to water based anti-social behaviour

    Latest day of action undertaken on Tuesday 19th May in conjunction with the Environment Agency / Elmbridge Council (Hurst Park / Desborough Cut)

    Licencing Checks
    Local teams have been regularly conducting test purchases operations across the borough, utilising our colleagues from Trading Standards. Our most recent operation took place on the 21st May whereby 6 shops where visited with regards to the selling of cigarettes / vapes and alcohol. Of the 6 shops that were visited all successfully passed.

  • Blaenoriaeth:

    Violence Against Women and Girls (VAWG) is a Borough-wide priority. VAWG describes behaviours which are committed primarily, although not exclusively, by men against women. This can include a wide variety of offences. Local officers will work with partner agencies, using a variety of resources and powers to identify and target VAWG offenders, and locations where women and girls feel unsafe.

    We have organised a number of opportunities for women within the borough to engage with officers and learn about how we are tackling violence against women and girls, as well as raise awareness of the issue. We activity identify known perpetrators within Elmbridge:

    - Subject A was regularly acting inappropriately towards women and girls on buses traveling through the borough. Officers worked to obtain a Sexual Harm Prevention
    Order (SHPO) which prevents him travelling on public transport at certain times and forces him to create an auditable trail of movements.
    - Subject B was regularly engaging in inappropriate conversations with women around Cobham Village. Officers served a Criminal Behaviour Warning on the individual.

    Throughout the summer months we will work with a number of licensed events to introduce safeguards which we hope will reduce the likelihood of offending linked to VAWG.
    Dedicated patrols of night-time economy, including use of specially trained Behavioural Detection Officers.
    Enhanced licensing visits and promotion of initiatives such as ‘Ask Angela’
    Working with local event organisers to promote ‘VAWG Safe’ events.

  • Blaenoriaeth:

    Drug-related harm has a devastating impact to victims, families and the wider community. Our focus is on preventing the exploitation of vulnerable people and children by organised crime groups (OCGs), to disrupt county line activity and reduce drug related violence. Local officers will develop intelligence around OCGs and County lines, which they will use to disrupt those who exploit vulnerable people in our communities, and will use appropriate powers to safeguard victims of exploitation.

    Safer Neighbourhood Officers and Response Officers who continue target those causing most harm to our communities.
    We undertake regular days of action to target those selling drugs:
    8 x Warrants since December
    Significant quantities of controlled substances, counterfeit currency and offensive weapons seized.

    Local officers will be more visible in town centres, in line with data and intelligence used to identify hotspot areas, with the aim of targeting, deterring and preventing crime and anti-social behaviour (including shop theft, street theft and assaults against retail workers) in order to reduce serious harm and increase public confidence.

    Creating safer retail centres is a priority of the team
    Approx. 500 reported shoplifting offences within the last 12 months.
    No change in recorded offences on a rolling 12 months basis (04/03/25 – 03/03/26)
    33% of investigations result in a court appearance or positive outcome (vs 19%)

    Developing closer working relationships with our retail partners to tackle prolific offenders
    Subject A was targeting Waitrose stores in Esher, Cobham and Weybridge. Offending took place on a Monday. Working with Waitrose security we put in place covert officers at each store.
    Subject arrested for 17 offences. Charged with 7 Surrey thefts.

    Improved relationships with local BID’s and retail partners.
    Boots in Walton-On-Thames is one of our Top 5 locations for retail theft.
    We’ve undertaken work with them to improve crime reporting and ensure best evidence is captured for every theft reported.
