    Enforcement of Public Spaces Protection Orders (PSPOs) – Bangor and Caernarfon

    Action taken:

    Bangor and Caernarfon town centres currently have Public Spaces Protection Orders (PSPOs) in place. These orders aim to reduce anti-social behaviour, street drinking, and the misuse of controlled drugs. Historically, enforcement and recording of breaches have been inconsistent. We are committed to improving this by:
    • Raising Awareness Among Officers – Ensuring all officers and staff understand PSPO conditions and enforcement powers.
    • Informing the Public – Sharing clear messaging on social media so residents and visitors know what the PSPOs mean.
    • Increasing Patrols – Deploying Neighbourhood Policing Teams and Community Support Officers to monitor compliance.
    • Improving Recording Systems – Introducing tools that allow officers to log breaches accurately and in real time.
    • Working with Cyngor Gwynedd – Providing detailed breach data to support decisions on extending or revoking PSPOs when they expire.

    Action taken:

    We’ve listened to your concerns about anti-social driving in Bangor and Caernarfon, particularly during evenings. Excessive speed and noise are affecting residents’ quality of life. Our response includes:
    • Targeted Operations – Conducting planned enforcement with Neighbourhood Policing Teams, Roads Crime Unit, and partner agencies.
    • Using Section 59 Powers – Applying legislation that allows us to deal with vehicles causing alarm, distress, or annoyance.
    • Driver Education – Engaging with motorists during traffic stops to explain the impact of their behaviour.
    • Community Updates – Sharing updates on social media to raise awareness and deter repeat offences.

    Drug Dealing and Anti-Social Behaviour – Llys Mair, Bangor

    Action taken:

    Over the past three months, we’ve worked closely with North Wales Housing, Cyngor Gwynedd, and local representatives to tackle serious issues in Llys Mair. Our commitment continues, and in the next three months we will:
    • Maintain Partnership Working – Delivering a joint strategy to address crime and anti-social behaviour.
    • Increase Visibility – Providing a strong police presence to reassure residents and deter offenders.
    • Take Robust Enforcement Action – Using powers such as stop and search, arrest, and obtaining warrants under the Misuse of Drugs Act where intelligence supports it.
    • Improve Surveillance – Working with the local authority to secure CCTV coverage.
    • Engage with the Community – Using our engagement van to encourage reporting and build trust.
    • Community Updates – Hosting a final community surgery in March to share progress and outcomes.

    We’ve seen an increase in reports of anti-social behaviour at Caernarfon bus stops, particularly in the evenings. This is making public transport users feel unsafe. Here’s what we’re doing:
    • Enhanced Patrols – Increasing visibility during peak times to reassure passengers.
    • Joint Working – Collaborating with transport providers for a coordinated response.
    • Preventative Measures – Exploring solutions with the local authority to reduce incidents.
    • Youth Engagement – Partnering with third-sector agencies to provide diversionary activities for young people.
    • Firm Enforcement – Taking action against repeat offenders involved in crime or persistent anti-social behaviour.
