Dog Fouling – Time to Take Action
Dog fouling continues to be one of the most frequent concerns raised by residents, and it’s easy to see why. It’s unpleasant, unhygienic, and creates a poor environment for everyone using our parks, pavements, and public spaces. No one should have to navigate their way around dog mess in our communities.
Wyre Borough Council is the authority responsible for dealing with dog fouling on public land, and they have a number of measures in place to manage and reduce the problem. This includes:
• Investigating reports of dog fouling.
• Issuing Fixed Penalty Notices to those who fail to clean up after their dog.
• Patrolling problem areas to deter offending.
• Putting up signage and providing waste bins.
• Running education campaigns to promote responsible dog ownership.

However, enforcement alone isn’t enough — public information is vital. If you witness someone not cleaning up after their dog, please report it. The more detail you can provide, the more effectively the Council can take action. Useful information includes:

• Time, date, and exact location of the incident.
• A description of the person and the dog.
• Vehicle details, including registration, if relevant.

In some cases, enforcement may go as far as court proceedings, and having witnesses willing to support the process makes a real difference.

Nuisance Motorbikes, E-Bikes, E-Scooters
Over the last year, our teams have focused on the issues that matter most to the community, and this includes one of the most complained about issues, E-Bikes and E-Scooters. Having devised an operation to specifically tackle anti-social behaviour involving off‑road motorbikes, e‑bikes, e‑scooters and adapted pedal cycles, we have seized and destroyed over 1000 E-bikes in Lancashire, which is a significant number aimed at tackling this community concern. We have drawn up plans for a pioneering educational awareness course for young riders and their parents/guardians which will highlight the significant risks to themselves and other road users when they are being used illegally and in a dangerous and anti-social manner. The success of this operation has been recognised nationally with other forces making contact with Lancashire to learn from our best practice and the team being nominated for the National Problem-Solving Awards.

What are the rules?
You can ride an electric bike, or an 'electrically assisted pedal cycle' (EAPC), without a license or insurance if you're 14 or over.

An electric bike:
* must have pedals that you can use to propel it
* can have more than two wheels, for example a tricycle
* must have an electric motor that can run continuously at a maximum power of no more than 250 watts
* must have no electrical assistance once you reach 15.5 miles per hour (mph)

If your electric bike fails to meet any of these requirements it needs to be taxed and insured as either a motorcycle or a moped.

Action taken:

Fly-tipping and littering covers a range of items that people might discard in a public place, from large appliances like fridges to drugs-related paraphernalia like needles and syringes.

While the police will take action if we witness it happening, littering should usually be reported to your local council as they can organise the removal of litter.

General littering includes the dumping of household rubbish, either in plastic bags or as individual items. It also includes dog fouling in public places.
Fly-tipping is the illegal dumping of large items or waste on public roads, land or into rivers. This could include large household appliances like washing machines or discarded materials from construction sites.

If you’ve witnessed littering or people leaving a mess in public, please don’t attempt to remove the rubbish yourself in case there are hidden sharp or dangerous items. Contact your local council who will arrange for the rubbish to be removed.

If you’ve witnessed fly-tipping or people discarding drug-related equipment, please photograph the discarded items if possible, and find the right antisocial behaviour reporting service using our online tool.

We work with partners including housing providers and local authority to conduct litter sweeps and will always help and support initiatives to address these issues.
