    The Bath City Centre Team have been attending an increased number of calls in relation to youth antisocial behaviour.

    With the warm weather and the end of the school year it is only natural that there are more young people in town but unfortunately some of these individuals and groups have become involved in antisocial behaviour and low level criminality - shoplifting, minor assaults and public order incidents, and trespassing in derelict or staff only areas of buildings.

    We are working with our ASB Team, our colleagues on the Bath Outers Team, and local schools to identify offenders and deal with them at the appropriate level.

    We would ask parents to make sure they know where their children are, who they are with, and to speak to them about these issues - help us set a good standard of behaviour so all members of the public can enjoy their time in the city centre.

    August/Early September Update:
    Issues of antisocial behaviour being caused in the City Centre by an identified group of youths have remained over the second half of the school holiday period. The group is largely made up of males between the ages of 12 and 16, with a smaller number of females aged 15 to 17.
    Issues largely relate to petty shop theft, trespass into restricted areas of businesses like hotels and cinemas, and use of abusive language towards members of the public. However, now also includes one recent incident of an assault that took place in the Southgate area of the city.
    Three young males have been issued with Acceptable Behaviour Contracts, and a Community Resolution has been issued to a young male in relation to an incident of public urination.
    On two occasions in this period we have utilised s35 dispersal powers to remove youths from the city centre.
    We were also successful in applying for an Antisocial Behaviour Injunction from the courts in relation to a 16 year old male who was frequently coming to notice for breaking into restricted areas of buildings, or into derelict buildings, as well as for making hoax phone calls to police and local security services.
    Criminal investigations are ongoing into several matters involving a number of children. As always we will consult with BANES Youth Justice Team to consider what outcomes are most appropriate for each individual child and our Early Intervention Team continues to engage with families of involved children to try and divert them away from offending.
    We urge parents to keep themselves informed of where their children are and who they are with when they are not at home. Be willing to have frank conversations about the impact their behaviour has on individuals, businesses and communities. The consequences they may face for this behaviour can be significant – breaching an ASB Injunction could lead to a detention order, and any criminal record can seriously impact future travel and employment opportunities.
    With the good summer weather ending, school terms resuming, and free bus travel for kids finishing there will be less opportunity for this behaviour to carry on, however we will continue monitoring this issue closely.

    The City Centre Neighbourhood Policing Team are aware of an increase in antisocial behaviour around Kingsmead Square over the last month, largely related to members of the street community gathering there.

    Kingsmead Square often sees this behaviour increase over the summer or with warm weather. In previous years we have managed this behaviour using antisocial behaviour powers such as Community Protection Warnings/Notices, Dispersal Orders and Criminal Behaviour Orders. We will be taking a similar approach this year with one Community Protection Warning already served and another awaiting service. These orders will prohibit two regular troublemakers from attending this location.

    In order to evidence these orders we require reports from the public to demonstrate community impact and concern. We urge anyone affected by this behaviour to give us detailed reports of what they have seen and who the specific offenders are. This can be done through 101 or online: www.avonandsomerset.police.uk/report/anti-social-behaviour/

    Businesses in the City Centre can also use the free DISC app to identify regular offenders to name them in your reports. Being able to attribute behaviour to specific individuals greatly increases the chances of us being able to use these ASB powers effectively.

    We will also be showing an increased presence around the square throughout the day as well as at pop-up events like 'Coffee With Cops', check this Beat Page or our social media pages for details.

    August/Early September Update:
    Over the past month we have frequently been attending the Kingsmead Square area.
    We have completed pop-up engagements totalling several hours where we have been available in-person for the community to speak to, seek advise and raise concerns. We also, in collaboration with Bath BID, delivered an engagement session to local businesses, providing them with knowledge and advice on how to help us address the antisocial behaviour in the area, as well as taking feedback ourselves on key offenders, hotspot times and reporting accessibility – we really appreciate the hard but professional questions and conversations that these stakeholders put to us.
    As part of this process we have supported Bath BID in creating a specific gallery of offenders hosted on the ‘DISC’ platform so that local businesses can identify and name those persons causing them the most harm. DISC is an app that businesses can use for free to access local information and intelligence and be kept abreast of important news, developments and opportunities.
    We have also been able to show a greater presence in the area in part thanks to the proximity of our new Police Station on Monmouth St.
    Over the course of this period there has been a noticeable decline in incidents recently around Kingsmead Square, though they have not been resolved entirely.
    We have been hard at work using ASB powers and legislation to remove prolific offenders from the area. We have so far issued three Community Protection Notices to persons regularly present in the area. Two are now excluded entirely from the City Centre, and one has strict conditions on their behaviour whilst in town.
    We continue to monitor previously existing Community Protection Notices and Criminal Behaviour Orders relating to Kingsmead Square, we are progressing breaches of these through the courts and are able to arrest for these where necessary. On one occasion this period a male was arrested on the end of Westgate St closest the square for breaching the terms of his Criminal Behaviour Order, he had had been released from prison less than 48hrs previously.

    The above issue is a forcewide priority for Avon and Somerset Constabulary to make women feel safer walking, predominantly after dark, in their communities.

    Football World Cup Review:
    With the dust fully settled on the tournament, we have been able to review crime data for the period.
    We are very pleased to report that for England match days this year compared to the equivalent day last year, there was no increase in reported crime across BANES, and in fact a substantial reduction in crimes reported on the City Centre Beat of -22%.
    While awkward kick-off times and an increased cost of living may well have played their part with some venues reporting smaller than expected crowds, we are confident that our actions before and during the tournament helped to reduce the chance of crime and antisocial behaviour occurring despite the thousands of fans that attended the City Centre for the games.
    More than this, we would like to express a sincere thank you to all the venues in town whose effective preparations and fantastic teams kept a lid on most of the trouble we often associate with large events like these, and of course to the general public who enjoyed the games responsibly.

    Over the past few months there was been a large increase in reports of antisocial behaviour around the Snow Hill estate. Predominantly, these reports have come from the Berkeley House block.

    The reports have centred around:

    • non-residents accessing the blocks
    • drug dealing and use
    • rough sleeping in communal areas, blocking access up and down stairways or to lifts
    • verbal abuse of residents
    • littering and mess being left in communal areas

    We are working closely with Curo to address these issues.

    Partial Closure Order Secured:
    On July 1st at Bath Magistrates Court, we were successful in our application for a partial closure order for Berkeley House.
    Supported by Curo and residents of the block itself, the order is the first of its kind to be obtained against an entire block of flats in the Bath and North East Somerset local policing area.

  • Priority:

    We understand the impact that shoplifting is having on businesses in the City Centre. 

    We are working with shops to help them report accurately and effectively, targeting our most prolific offenders.

    We are conducting proactive patrols in hotspot areas, and around stores most effected by shoplifters.

    We host a bi-monthly Retailers Security Meeting alongside Bath BID. At this meeting we help stores identify regular shoplifters, and bring their attention to any new offenders and offending trends.

    June/July Update:
    With the help of our Neighbourhood Tasking Team and our Antisocial Behaviour Team, many of our most prolific shoplifting offenders are either currently serving prison sentences, or are subject to orders that prohibit them from entering Bath City Centre. Over the past few months shoplifting on our beat has reduced from a peak of 101 reports in March, to 43 in June with July on pace for a similar number.
    The 43 reports in June were the 4th lowest number of recorded shop thefts in the last 24 months.
    This priority will now be closed though we will continue to monitor reports of shop thefts as prolific offenders begin to finish their sentences and are released.
    We want to thank the various businesses who supported the cases that enabled these results, especially those that provided impact statements allowing us to seek Criminal Behaviour Orders for the worst offenders.

    We are committed to making the night-time economy (NTE) a safe place for all in Bath. In particular, we have a focus on ensuring Women and Girls are free from harassment, violence and other offences associated with the NTE.
