    ASB. Anti-Social behaviour, including that associated with the use of Motorbikes and E-bikes. The ASB riders are often wearing balaclavas with no helmets and involved in further criminality.

    ASB for bikes:

    Following a series of warrants and arrests in November last year, there was a notable reduction in anti-social behaviour and criminal activity involving e-bikes. However, over the past couple of months, coinciding with the improved weather, we have seen an increase in reports of anti-social behaviour, primarily within the Hogsmill and surrounding areas. Your local teams have remained to target the users of anti-social Motorbikes, e-bikes and the associated crime under Operation Filter.

    This time, we have been able to identify and target those responsible more quickly. Recent enforcement activity has resulted in the displacement of two families from the area, the seizure of at least six e-bikes, and the arrest of at least ten individuals. We are continuing to progress a number of warrants and remain to target this specific group through both overt and covert policing tactics.

    •All illegal e-bikes seized will be destroyed.
    •We utilise both overt and covers teams
    •Introduced new tactics to safety stop and seize.
    •Warrants and positive action against any suspects involved.
    •Multi-agency support including housing to target offenders.
    •Target the wider network of criminality orchestrators
    •County Wide PSPO covering face coverings

    We are committed to taking robust enforcement action. All e-bikes seized as part of these operations will be destroyed.

    Retail Crime. Shoplifting and offences against retailers within Epsom & Ewell.

    Action taken:

    The Epsom Safer Neighbourhood Team has adopted a zero-tolerance policy towards retail crime across the Borough, resulting in a significant reduction of local offenders within the Town Centre. This approach includes:
    • Immediate investigation of known offenders by the Safer Neighbourhood Team, leading faster arrests and allowing response units to focus elsewhere.
    •Direct collaboration with stores and remote CCTV providers, which has enabled arrests even before stores have reported incidents.
    • Increased presence of both high-visibility and covert officers patrolling the area.
    • Joint funding with Epsom BID to provide private security within the Town Centre.
    • Partnership with support agencies to engage offenders who may be coerced into offending, aiming to prevent repeat crimes.
    • All stores have access to the ‘DISC’ system for improved information sharing, crime reporting, and management of known offenders. Anyone caught stealing from one store will be banned from the entire Town.
    • We will relentlessly pursue persistent offenders, thorough investigation of hidden or unreported crimes, and the use of custody time to charge and remand offenders rather than granting bail.
    • Use of the Anti-Social Behaviour Legislation to prevent offenders coming to the area.

    Burglary /Theft. The impact of this crime type on victims and wider communities is significant.
    Such offences will be investigated to the highest standard. Local policing teams will work in partnership with neighbouring forces to target offenders.

    • Engage with community, raise awareness and offer crime prevention advice.
    • Seek opportunities to gain and develop intelligence around burglaries and potential subjects.
